London Heathrow Airport, one of the busiest and most well-known airports in the world, located in the west of London, has a rich history dating back to 1946 when it was originally opened as a small airfield for military planes. Today, the airport serves over 80 million passengers annually and is the main hub for British Airways.

The airport offers a wide range of facilities, including several terminals equipped with shops, restaurants, and lounges. Getting to and from the airport is easy, with options including taxis, buses, trains, the London Underground, and car rental services. Over 80 airlines offer flights to destinations around the globe from Heathrow Airport. Services available at the airport include baggage storage, currency exchange, showers for travelers in transit, and free Wi-Fi.

However, Heathrow Airport faces challenges such as noise pollution, air pollution, and impact on the local environment. To address these issues, measures have been taken, including implementing noise reduction measures and investing in cleaner, more sustainable technology.

Heathrow Airport is currently undergoing a major expansion project, expected to be completed in 2026, which includes the construction of a third runway. The current plans for expansion focus on the construction of this third runway, which is aimed to be operational by 2035. This expansion project has been designated a Nationally Significant Infrastructure Project (NSIP), and the process involves submitting proposals to the UK government by 31 July 2025 for consideration.

The government is inviting proposals for the third runway from potential promoters, who need to include detailed aspects such as airport scheme design, timelines, costs, financing, deliverability, and environmental mitigation measures. The government’s objective is to enable the delivery of the runway by 2035, with planning consent applications to be made within the current parliamentary term.

Following the submission deadline, the proposals will be assessed for conformity with the Airports National Policy Statement (ANPS). If necessary, the policy may be revised to accommodate the chosen project. The final decision on the Development Consent Order (DCO) application—required to begin construction—will be made by the Secretary of State for Transport, Heidi Alexander MP, possibly around 2029.

Heathrow Airport Limited (HAL) has resumed engagement with the Planning Inspectorate (PINS) under the statutory consultation and DCO process after a pause that started in 2020. The expansion plan also contemplates the possibility of phased release of runway and terminal capacity, and the government has expressed support for private funding for the project, including any surface transport costs.

There is discussion around financing models and how to address environmental and regulatory requirements; the government insists proposals must comply with the UK’s legal, environmental, and climate obligations, including noise and air pollution considerations. The project is seen as a major infrastructure boost for the UK economy, promising increased capacity, potential reductions in air fares, and stimulation of economic growth.

In summary, the Heathrow expansion is currently at the proposal and consultation stage, with a competitive process open until the end of July 2025. The government aims for a third runway to be operational by 2035, pending regulatory approvals and planning consents that will follow in the coming years.
